The Free and Hanseatic City of Hamburg (Freie und Hansestadt Hamburg) traces its city rights to 1189 under Frederick I (Barbarossa). The Einbürgerungstest covers Hamburg's port-driven economy, the Speicherstadt warehouse district (UNESCO World Heritage), the historic Reichsbürgerschaft, and the city-state's bicameral structure of Bürgerschaft and Senat.
Hamburg offers the test through Hamburger Volkshochschule (HVHS) at multiple campuses across the city. Some Bezirksämter also conduct supplementary sittings; check hvhs.de for the next available dates.
"Free and Hanseatic City" reflects Hamburg's 1189 grant of city rights from Frederick Barbarossa and its status in the medieval Hanseatic League. Today the title is purely traditional but appears in the state's constitution and on official documents.
Hamburg has a single-chamber parliament called the Bürgerschaft (121 elected members for 5 years). The state government is led by the First Mayor (Erster Bürgermeister), who chairs the Senate. Like other Stadtstaaten, the state government doubles as the city government.
