Brandenburg surrounds Berlin entirely yet remains a separate state — a 1996 referendum to merge the two failed. The state was reconstituted in 1990 from former East German districts (Bezirke) and contains the historic Hohenzollern royal grounds at Sanssouci in Potsdam, a UNESCO World Heritage Site. Brandenburg's Einbürgerungstest pool emphasizes Potsdam as capital, the Spree-Havel river network, and the state's role in post-1990 federal reorganization.
Brandenburg offers the test at VHS Potsdam, Cottbus, Frankfurt (Oder), and Brandenburg an der Havel, plus several smaller centers. Many residents living near Berlin also register at a Berlin VHS, which is allowed if you register before moving.
A 1996 referendum proposed merging the two states; Brandenburg voters rejected it, mainly because residents feared dominance by the much larger Berlin. The two states still cooperate closely on transport, planning, and broadcasting (the rbb covers both).
Brandenburg was the historic core of the Kingdom of Prussia. Potsdam was the residence of Prussian kings from Friedrich Wilhelm I onwards, and Sanssouci palace remains the most-visited Hohenzollern site. The Einbürgerungstest pool covers this royal heritage.
